That's because no power of 2 is involved, original PCs (from IBM) had a
14.31818 crystal for:
1) fc/3=4.7727 = CPU clock
2) fc/4=3.579545 = color subcarrier for NTSC (yes TV output!)
3) fc/12=1.193181667 = clock for the timer (3 timers in one chip).
