C++ requires a support package, the same as C. most all languages require
this. the C RTSP (run-time support package) is very small. stdcx, if i'm
not completely mistaken, is the run-time support package for C++. if you
downloaded all the c++ stuff, you should have this. this is required for
C++ compiles, for stuff like rtti.
