I emailed Eugene Roshal, the author if RAR below is the reply.
I don't see an agreement to allow distribution under the GPL but I do
see a liberal usage of the code. What do you think DJ.

Modified unrar sources can be freely distributed as part of any other
software. The only condition that it should be clear from the software
documentation that RAR compression algorithm is proprietary and Unrar
sources must not be used to reconstruct it. I am going to change
paragraph 2 in unrar sources license to make it clearer. In the new
version of license it will be:
2. The unRAR sources may be used in any software to handle RAR
archives without limitations free of charge, but cannot be used
to re-create the RAR compression algorithm, which is
proprietary.
Distribution of modified unRAR sources in separate form or as a
part of other software is permitted, provided that it is clearly
stated in the documentation and source comments that the code
may
not be used to develop a RAR (WinRAR) compatible archiver.
