This depends on whether you are trying to keep your project nicely organised within a single file, or whether you prefer it dispersed across many files with the consequent overhead of "exporting" stuff from the one file that defines it to the many files that refer it. You do avoid a lot of overhead and circumlocution for linking references between the two; and it makes life so much easier if what you have is small amounts of assem that fit integrally into the rest of the main file.
