If your BIOS really doesn't recognize more than 8 meg, then
"upgrading" to a 32bit OS won't help. If your BIOS recognized
the memory but wouldn't report it to the OS properly then a
different OS might do better; However, that is very unlikely
at an 8MB boundary. BIOS reporting of RAM to the OS can get
strange at 17Mb and at 64Mb. A reporting glitch at 8Mb is
very unlikely.
Are you sure the new RAM is good? Are you sure it is
compatible with your motherboard? Are you sure it is
installed correctly?
This getting rather far off topic for this group, but you
might want to try the "PCI" program on my web page. On
some PCI motherboards it will report the memory configuration
as seen by the chipset. In some cases that can help explain
why memory is not being seen.
