Firstly, you don't need the Platform SDK to use RSXNTDJ.

The file in question has been replaced by a new version, which can be found
on http://www.msdn.microsoft.com/ (good luck - for me the pages crash my
browser before I reach the download site). Note that the patch file supplied
with RSXNTDJ is out of date - I don't know if anyone's got the new Platform
SDK to work with RSXNTDJ yet.
