you second 'set' command trashes any other path you might have had. It
is also recommended that djgpp is the first in the path. try,

> set PATH=C:\WINDOWS;C:\WINDOWS\COMMAND;%PATH%
> set PATH=E:\DJGPP\BIN;%PATH%
