Can i use DJGPP with SDK at 32-bit development enviroment ?

I Need SDK for handling IExplorer through Win32-Api .

I have to create a custom version of IExplorer for Infokiosk !

Sounds quite challenging ? 

If i can't use DJGPP for this purpose then what free/cheap compiler 

should i get ?
