maybe issue it as dvips sample2e -o sample2e.ps
this way you will not send unwanted things to lpt1, but create the
file sample2e.ps

The question becomes:
-Do you have MakeTeXPK.exe? (Which should invoke:)
-Do you have maketex.exe? (Which should invoke:)
-Do you have mf.exe? (Which should invoke:)
-Do you have gftopk.exe?
These should have been in webc70b.zip on simtel.
If you compiled to the .dvi yourself you should have them already.

that would be webc70b.zip (I think)
Also take a(nother) look in %DJDIR%/gnu/texk-7.0/djgpp/README
(especially part IV: Troubleshooting.)
