Perhaps you should try this question on the Allegro Mailing List :^)

There are various add-ons to the Allegro GUI routines. A couple completely
replace the look of the GUI, and I think one makes it look like Win 95.
Visit the Allegro homepage www.tatula.demon.co.uk/allegro/ for a link to the
replacement GUIs.
Also, if you really want Windows 95 style dialogs, why not use Windows? If
you have VC++ or similar, there's the windows port of Allegro - WinAllegro.
