This is wrong.  First, NEVER use blanks around the `='.  Second, use a
semicolon to separate directories in PATH.  And third, put DJGPP's bin
directory at the beginning of PATH.  This is what you want:

 set PATH=C:\DJGPP\BIN;%PATH%
