How did you test this?  I think Windows has another misfeature which
prevents you from allocating more than half of available memory at once,
so an algorithm like:

int x = 64 * 1024 * 1024;
while (malloc(x) == NULL) x -= 1024 * 1024;
printf("%d bytes available\n", x);

would show that.
