It is usually best to put the DJGPP's bin directory *first*, not last:

 set path=c:\djgpp\bin;%path%

One case where it matters is when the combined length of the old PATH and 
c:\djgpp\bin exceeds 127 characters.  Another case is when you have some 
other compiler installed with programs like cpp.exe etc. on the PATH.
