I downloaded the newest version of djgpp and utilities last week, but
not Allegro, since I had 3.0 already. As I tried to make it, it
complained the same thing as yours.
As I scanned the makefile for Allegro, I noticed that it checks the
existence of gcc-compiler by looking for the program "cc1.exe" in
the djgpp/bin directory. As the rest of the makefile did not reference
cc1.exe, I commented it out and make'd it again. The library compiled
OK. At least the example programs worked.
This morning I downloaded the newest Allegro to my work and checked
its makefile : it look for "gcc.exe" instead of "cc1.exe".
The version number is still 3.0, but I do not know if minor revisions
heve been made.
So you have two options : either comment out the check for gcc-package
(the test for cc1.exe) or down load the latests version.
