I think 

#define FILE_NAME_ABSOLUTE_P(NAME) \
      (((NAME)[0] == '/') || ((NAME)[0] == '\\') || \
      ((isalpha(NAME)[0]) && ((NAME)[1]==':')))

is even more better (we are excluding special symbols between 
'Z' and 'a')
