in emacs: find-file-read-only, or \C-x\C-r
But i can't recommend it for merely viewing a file.

less will look at anything too, and has the advantage of viewing
manpages in nice colors. you will find it as lss332b.zip in v2gnu on
your local simtel mirror.
Also 4dos (the command.com replacement) has an even faster, less
capable (internal) list command. look at http://www.jpsoft.com for
that.
