The code looks fine.  Try installing the timer module; I'm not sure
whether or not it will make a difference though.  Try using volume
0x7f instead of 0x40, too.  The MIDI messages you're sending look
fine.  I suggest you find out what MIDI driver Allegro decided to use
-- perhaps it didn't autodetect your sound card properly.  Does ex16
work? 

I can't test and fix the program myself since the computer I'm using
has neither djgpp nor Allegro nor a sound card -- sorry.
