Perhaps We were not very correct when talking about missing 
definition of %DJGPP% only. We'll get the same effect if the definition
of %DJDIR% will be missing in this file or %DJGPP% will point 
to non-existant or invalid file. So there is more possibilities to get
this problem.

Such fall back then should be added also for cpp.exe and possibly 
to other executables.
