In a word- No. You can with lcc-win32 http://www.cs.virginia.edu/~lcc-win32/ with little or no modification to the header files. Keep in mind that this *may* be illegal. You must create a library from the dll which could be considered decompiling. It would be best to ask the 3Dfx people for sure. For the most part, libraries are not compatable between different compiler systems.
