Not sure what you are talking about but...
djtar can handle packed tar files like foo.tgz.
It also takes care of long file names.
If you want to make a .tar under DOS, look under the
pub/msdos/archivers directory of you next SimtelNet mirror.
zip and unzip can be grabbed from
ftp://ftp.cdrom.com/pub/infozip
and compile smoothly under DJGPP and should also take
take care of long file names.
Otherwise, they are perfectly portable across operating systems.
