My friend was more of a hacker than I thought.  I suggested it my be an LFN
problem, but as I said I know nothing about NT.  Also made a couple of
other suggestions.  Overnight, he resolved the problem, apparently, and
now has DJGPP groff working on his NT in a unix like enviroment  provided by 
MKF toolkit.
