The problem is that your directory is called C:\DEV. This name is
special (DOS creates an illusion that all the character devices live in
that directory). Rename C:\DEV into something else, and things will
begin working. For example:
C:\> ren dev devel
C:\> cd devel\c
C:\DEVEL\C> make
