That's a problem of your VESA BIOS/drivers. Some boards have a program to
configure it. For example: Trident boards have a program called smonitor,
running it you can specify the frequencies supported by your monitor and then
the BIOS will use these frequencies. By default the BIOS doesn't do it because
it doesn't work in a lot of monitors. W95 knows the model of your monitor and
hence the W95 driver can choose 75Hz (the driver knows that it will work).
