You've got already some suggestions, but have you tried what happens if you
place your djgpp\bin directory in your path before any other development
tools?
When I started with djgpp I had the problem that Turbo C++'s make was run,
because it came first in my path<g>. ( I've renamed it in tmake, since all
TC stuf seems to start with a 't' anyway. )
