There's nothing in the GNU Emacs code base that prevents one from creating versions that use different GUIs on top of the same OS, as those considerations are assumed to be orthogonal to each other. It's probably more a matter of how tightly integrated Windows applications have to be with the Windows GUI. At the very least you should be able to build a Windows Emacs which runs in an xterm in character mode without touching the GUI. -- Mark Hood
