that probably has nothing to do with cpu usage but probably more with
how much memory you have, how much memory is in use when you use the
start button, and how much needs to be swapped out to disk (by windows
95) to satisfy your request. for this, you might want to check Memory
Manager: Page Faults, Memory Manager: Swap File Size etc in the system
monitor as you start applications through the start button. also, you
will probably find that applications start faster when all other apps
you are running are minimized.
