I've partially written one, called wnsck:

I'm not sure how up-to-date the version above is though. It's based
on Dan Hedlund's C++ library, and is meant to use standard Winsock
names for functions, like socket(), bind(), connect(). sendto(),
closesocket(), etc.
Indrek Mandre has written a similar library which is probably more
featureful. It's called libsocket, but I'm not sure of the URL.
