I know I get the messages posted to the news group from the mailing
list. So at least the other direction works.

They are not always visible. You should turn on the full headers option
of your news reader to see them (details vary depending on what news
reader do you use).

You will need to talk to DJ Delorie, to make it available from
DJGPP-related archive sites. The details are in Chapter 22 of the FAQ.

There's also Tom Demmer's libc patches site. Look for the announcement
in the DJGPP mail archives at http://www.delorie.com/djgpp/mail-archives/
I think it is easier to get the patches from Tom's site.
