Yes. Cygnus GNU-Win32 (www.cygnus.com/misc/gnu-win32). I haven't checked
it out recently, and it has some major caveats (e.g. don't try it on a
16MB machine, you'll be sorry..)

It has a GUI interface to the GNU Debugger, although I don't know if
there's an IDE. It sports multitasking, fork and exec, and a lot of other
UNIX goodies. If you want to port UNIX stuff over to Win32 with a minimum
of mess, GNU-Win32 is one way to go, although it's not perfect.

Second, there's OpenNT from (I forgot the name of the company). It's a
POSIX-compliant OS and development environment for, you guessed it,
Windows NT. I filled out a form on their web page and they sent me a
functional evaluation CDROM (very nice, considering that I live in Asia).
It's expired now, although I can still play with it by resetting my
computer's clock. This is a mostly-complete UNIX development environment
for Windows NT, including X11 and Motif libraries (although not with the
evaluation version).
