I'm not sure what you mean by `gxx'. If you want the actual program,
`gxx.exe', you'll find it with the base DJGPP distribution:
ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2/djdev201.zip

If you want the C++ compiler:
Same site, but file is v2gnu/gppNNNNb.zip, where NNNN is current version

If you want the C++ libraries:
File v2gnu/lgpNNNNb.zip
