I've used both and I think that you should use GRX unless you need Allegro's
features like sound and music. For regular graphics applications both are
fine. GRX also has a kit to port your BGI applications to djgpp. Use Allegro
if you need game-oriented functions, and GRX for graphics. GRX also has
Borland and Linux (?) compatibility.
