Yes, a totally incomplet installation.
0) Did you read the readme.1st ;-)
1) Did you installed the djdev201.zip?
2) Did you added the djgpp enviroment variable to your autoexec?
3) Did you added the bin directory to your path?
If after checking all of this nothing works go to the Alt-Space menu in RHIDE
and fill a bug report, it will record important data about your installation,
then post this data.
