Did you get and apply the patch file to binutils 2.8.1 before building?
I believe it is called difffs.djg, and is present in the DJGPP source
distribution for binutils 2.8.1 (bnu281s.zip).  This fixes which BFDs are
supported.
My cross-compiler works fine with it.
