It's a classic design question between east and west software
development -- reinventing the wheel, that is.  The soviets(?)
pushed hard on the concept that every software project should
be approached from scratch, with all parts constructed from the
ground up specificly and explicitly for that one project.  The
US has pushed equally hard on software re-usability and the 
minimization of work done provided a projects requirements were
met.  IMO, it's a moot point since either method, and thus the
concept of libraries and code re-use, can be good or bad depending
on the project's resources/requirements/funding/patience.  ;-)
