In short: you are trying to TeX a non Plain TeX file. gcc.tex is really a
TeXInfo file, so you need the macro package TeXInfo.tex to be able to TeX
gcc.tex. TeXInfo.tex is part of texinfo's distribution.
Now, if what you want is a TeXed version of gcc, check the *d.zip files
in v2gnu/, you'll find there gcc2721d.zip; I think that that's the file
that you need.
Be adviced that all the files *d.zip contains the documentation of the
corresponding *s.zip in formats: dvi, html, texi, and ps.
