I just TeX-ed the GNU CC Manual on both DOS 6.22 and Windows 95 machines
with the DJGPP port of TeX.  I did not encounter this problem.

Your problem is most probably a mismatch in the Texinfo version that's
in your system and the Texinfo version that's required by the GNU CC
Manual.  Different versions of the GNU CC Manual rquires different
versions of the texinfo.tex file.
