allegroc=this,that,theother...
allegrocpp=$(allegroc),setup,etc.
.
.
.
all:      $(allegrocpp)
nocpp:    $(allegroc)

then, users can use "make nocpp" to avoid trying to compile "setup" if
they haven't installed, and don't want, c++.
