You don't have to start cwsdpmi manually - just copy cwsdpmi.exe in a
directory that is in your PATH, or better, put your DJGPP\BIN in your
path.

cwsdpmi.exe is loaded automagically by your DJGPP programs, if there is
no other DPMI server (e.g. Windows/Windows95) already running.

You are referring to "go32" - there is no such thing in DJGPP v2.01. I
think you should upgrade your whole DJGPP environment, because there
have been many enhancements and changes since v1.12. Mixing parts of
both versions is calling for trouble.

Have a look at section 4.5 of the FAQ (v2/faq210b.zip) for what to
download.
