It might, depending on whether the person gets the reply via
the list. It also, for those getting the daily or weekly digest,
means that they can see answers to themselves a lot faster and
not cluttered by other messages.
This list is also a newsgroup. Newsgroup propagation is
notoriously flaky - some messages get through almost immediately
while others take a day or so (and in the past I've seen two
of my own messages, sent to the same newsgroup within minutes
of each other, get separated by several hours).
Therefore, if you want the person to whom you're replying
to see your message quickly, the best thing is to copy it
by email.
But the question seems to be from the other side, if you're
replying from the list directly to the person, why copy to
djgpp AT delorie DOT com as well? The reason is so that other people
on the list/newsgroup can see your reply. Of course, you might
not want that, it might be a private reply, so don't copy it
to djgpp AT delorie DOT com as well.
And if you're using it from the newsgroup, don't copy to
djgpp AT delorie DOT com at all, that will duplicate your message.
I suspect the person who said "I've never done it" may be using
a newsgroup access, since their reply did get to the whole list.
