This is the most frequently asked question about make.

The problem is that there isn't a true tab here, it's just a bunch of
spaces. make requires an actual tab character at the beginning of a line
for commands for backward compatibility.

There are several ports of vi to DOS, though I don't know what they are
offhand (since I don't use vi). emacs, or many other Windows editors
(Notepad, Wordpad, UltraEdit, CodeWright, etc.) will do just fine.
