I believe I asked this exact same question back in march or so. Eli's
response was something along the lines of
'neither, don't use these unless you're doing everything
in assembly, strick with the go32 functions'

If you are using C use the go32 functions. If you'd like I can give you my
code that uses real mode call backs, its an ARP stack over Packet Driver.
