I'm not quite sure I understand why are you so surprised. Usually,
you don't select a platform that fits best the tools that you need to
use. At least not everybody has the freedom to do so. Many people
actually have it the other way around: they are *forced* to work on
certain platform, and need then to look for the tools they need (or
are used to) that run on that platform. So the presence of a GUI (or
lack thereof) is irrelevant here.
Word also has nothing to do with this dilemma, since there are jobs
that only TeX can do, for example printing a document already written
in TeX or Texinfo.
If your platform is MS-DOS or MS-Windows, and you need TeX or related
programs, then you will need the DJGPP port.
