I must be missing something. Bash is wonderful, as is the whole djgpp suite.
However, some programs (or scripts) are unable to find files they are looking
for, even though they can find them if run in a plain dos box under windows.
I'm using bsh1147b9 GNU bash 1.14.7 for DJGPP v2
It is in its own dos window (i.e., I have a PIF to run bash under windows).
One example: Novel's 'lan workplace 5 for dos' telnet program. (Although
their ftp works ok with bash.) This one is likely to be tough to sort out,
but I just thought I'd mention it.
The other example I recall the details of is emtex latex2e. Here is a screen
copy of what happens when I run it under bash:

When I do the same command from a plain dos box under windows I still get the
'out of environment space message,' but in spite of that everything works
fine. In particular, it has no trouble finding latex209.def.
Well, sorry if this is due to something obvious. There is a lot to read! I
do have things set up well enough that I was able to compile, link, install
and run sgml-tools after doing only a tiny bit of hacking on the makefile.
