You won't find anything there on this matter: `chsize' is not a
standard C function, and neither is `close'.

That might be correct, but only if you use standard (i.e. ANSI) C
functions. And some problems cannot be solved efficiently using only
ANSI C. It is not at all a trivial task to write a program that is
portable to many different platforms, even in C. Many other languages
make it all but impossible, btw.
