Emacs for DOS does not support email, because it depends on having a
Unixy email system in the OS. If you were to set up your DOS box so
that it had a mailbox structure, and created something that remotely
resembled 'sendmail', I imagine that you could hack Emacs to use it. I
wouldn't want to try though. ;)

Precompiled binaries are available on SimTel in the 'v2/em1934?.zip'
packages. Look at the readme that's there before getting anything. You
can also get the full (10+ MB) distribution from the GNU ftp site and
compile it yourself.
There is a Win32 version of Emacs out there somewhere, though I don't
know the URL. Unfortunately, you can't build it with DJGPP.
