You have to do it manually for your own.
I have uploaded already for a while the ported
gettext lib to DJ and it can be dowloaded from
there:

ftp://ftp.delorie.com/pub/djgpp/alpha/gtxtsamp.zip

Now build the library and install it, so it can be
accessed by other packages.

Then you have to change the package, for which
you want to get gettext support to use the above
installed gettext lib (not the lib which comes
with the package, because all of them which I
know are older versions then my ported lib and
my DJGPP specific changes cannot applied to them)
and rebuild the package.
