No, it's automatic. The code checks whether the international
keyboard support is loaded, and if not, makes the two Alt keys behave
identically.

The only platform-dependent docs in Emacs is in the file PROBLEMS
(it describes known problems in building Emacs on certain platforms).
Everything else, especially if it explains how do certain features
work, should be in the Emacs manual. When there's a change in
functionality, such as the case in point, I always update the manual
and submit the docs changes together with the source patches. In
fact, Richard Stallman (who wrote and maintains Emacs) makes a point
of requiring this.
In this case, the documentation has been already updated to reflect
the change.
