The question of creating an 8086-targeted gcc has been discussed many,
many times on this newsgroup. The general consensus is that because
such targeting would essentially require a completely new set of machine
description files, plus substantial modifications to the code generation
itself, it's not worth it. If you want to undertake such a project,
feel free.
There are supposedly a number of gcc clones out there that _can_ produce
16-bit code; however, their reliability varies.
