There is no program to do that, because so much of the conversion is
context-sensitive and depends on what the code was originally trying to
do.
There is, however, a complete guide to converting 16-bit code to DJGPP
in the DJGP FAQ (v2/faq202b.zip). Chapters 10, 17, and 18 have most of
the gory details.
