You can't without resorting to video card specific machinations, since
mode-X uses the standard IBM VGA, which can only contain up to 256K of
VRAM.
If you want low-res with large amounts of memory, have a look at
UniVBE's low-res VESA modes (which Allegro does directly support).
Unfortunately, most other VESA implementations don't support these
lower resolutions, so you're either stuck with Mode-X with only 256K
of memory, or totally reliant on UniVBE.
